Dear GASSO Partner Schools,
Recently we’ve received many emails and phone calls from Donors expressing their concerns and dissatisfaction with the slow/lack of response from Georgia Department of Revenue (GADOR) in approving the “Pre-Approval” form. Due to the growing popularity of the program, GADOR has received a very large volume of forms to approve and their response time has increased.
GASSO has met with GADOR and has discussed ways to help the Donors (and DOR) obtain the needed approval for the donation process. GADOR will allow GASSO to process the Donor’s “Pre-Approval” form if the Donor includes a notarized “Authorization” letter to GASSO along with the original “Pre-Approval” form. We tested this new process this week and were pleased with the short turnaround time. We are now introducing this option for Donors to allow GASSO to process their “Pre-Approval” Form.
To use this new process, the Donor would follow this procedure.
1. Complete the “Pre-Approval” Form, GA Form IT-QEE-TP1
2. Complete and notarize the “Authorization to Process Form IT-QEE-TP1”
3. Complete the Donor Designation Form
4. Make the donation check payable to GASSO Inc.
Mail all 4 items to GASSO Inc., P.O. Box 1752, Cumming, GA 30028.
GASSO will have the “Pre-Approval” form approved by GADOR and send all of the appropriate documentation back to the Donor to file with their tax returns. We will also update the schools twice per month with the donations.
We feel this process should help streamline the approval and reduce the turnaround time to approximately 1-2 weeks.
This is a voluntary/optional process for the Donors to receive their approval. The other option is for the Donor to send/email their forms directly to GADOR for approval.
I have attached a copy of the Authorization to Process Form IT-QEE-TP1. Please share this with all donors who would like to use this new, streamlined process.

Information for registering in the public school system for the purpose of participating in the Private School Tax Credit program.
I spoke with Sue Garrison from Registration for the FC BOE today. She is fully aware of the law and has received direction of the GA DOE. Parents looking to register their children in order to qualify them for potential scholarships through an SSO need to follow the BOE's standard procedure and advise them that they do not intend to have their child attend their district's school. They will issue a letter advising that child is enrolled, but did not show up or something like that.
Children who have previously been enrolled in the FC School do not need to update their medical and dental/eye forms. They will accept the ones on file from when the child was enrolled. This is great because Hali attended a FC School for two years prior to Cornerstone so her docs are on file. Any parents who do not have updated forms and do not want to obtain them, can make an appointment with the FC BOE Nurse. I do not know anymore about the procedure with her.
The following documents are required to register a child a FC School. Registration is taking place at their Elm Street facility in Cumming. Obviously, parents would have 30 plus days to register their children in public school pending approval from the Dept. of Revenue regarding their tax credit application.
1. Two proofs of residence - lease, deed, tax bill and current utility bill;
2. Proof of DOB - certified birth cert., passport, etc.;
3. Immunization form 3231;
4. Eye, ear and dental form 3300;
5. Original or copy of Social Security card;
6. Withdrawal form, records or report card from other school.
