                      GUIDELINES
LAKESIDE HIGH SCHOOL
ARMY Junior Reserve Officer Training Corps (JROTC)
PANTHER BATTALION
SCHOOL YEAR 2011-2012

FOR ALL CADETS/PARENTS ASSIGNED TO THE PANTHER BATTALION

Cadets must maintain an acceptable standard of conduct and be of good moral 
character.  Those in leadership positions are expected to demonstrate high 
morale and personal standards in order to set the example.  All cadets should 
be honest, self-reliant, and have a sense of personal and social 
responsibility in performing unit and other academic assignments.  They must 
exhibit self-discipline and respect for constituted authority through 
observance of rules/regulations and by prompt and regular attendance.  Those 
in leadership positions must be held to the highest standards and cannot 
continue in their leadership position if they do not. 

1.  CLASSROOMS:  When you enter the JROTC classrooms, go directly to your 
assigned seat and keep the noise down, until the bell rings.   The cadet in 
charge of the class will call everyone to the position of attention (head and 
eyes to the front no talking). Once your name is called, answer loudly 
with, “Here Sir” or “Here Ma’am” (For Officers) or “Here First Sergeant” 
or “Here Sergeant” (For NCOs).   Once you have answered, take your seat and 
remain quiet until you are given additional instructions.

a. Do not bring candy, drinks, or chewing gum into class time.  Get rid of 
these items before you enter the classroom. 

b. Be on your best behavior while in the classrooms, absolutely no horseplay 
or fooling around will be tolerated.  

c. Keep the classrooms clean and neat at all times.   Do not throw trash on 
the floors at anytime; there are plenty of trash cans available.  Each 
Company 1SG is responsible to make sure the classroom is neat before they 
leave for the next period.  1SG’s risk FIVE (5) demerits each time the 
classroom is not cleaned.

d. All items kept in the student storage in the classroom must be in a bag 
labeled with name and company.

2. JROTC BASIC SCHEDUE:

Note:  Sports will be played on Friday if all cadets in a company wear their 
uniform on Wednesday.

3. TARDIES, CONDUCT IN THE CLASSROOMS:
		
a. TARDIES, HORSEPLAY, SITTING ON TOP OF DESKS AND EXCESSIVE TALKING WILL 
RESULT IN THE FOLLOWING:   

      		1st Offense:  10 push-ups or demerits
	        2nd Offense:  25/50 push-ups or demerits
	        3rd Offense:   After school detention (JROTC)
	        4th Offense:   Referral to the front office

b. STEPPING ON SENIOR STEPS: Result in 500 push-ups.  NO EXCEPTIONS.

4. JROTC DISCIPLINE POLICY:

a. It is our policy not to send any cadet to the office for disciplinary 
action unless it is something serious such as fighting or constant 
inappropriate behavior.  We will try to handle most matters in the JROTC 
office.  However, if a cadet refuses to follow instructions or is constantly 
disrupting classes they will be written up and sent to the office.

b. In School Suspension (ISS) or Out of School Suspension (OSS).  Cadets 
assigned to ISS by the office have to complete all JROTC assignments and make 
sure that JROTC receives the written assignments. Cadets must wear their 
uniform if assigned ISS on Wednesday (or prescribed uniform wear day).  The S-
2 officer will come to ISS to inspect their uniform.  Any cadet who receives 
ISS/OSS three (3) times in a semester will be administratively reduced one 
rank.

5. UNIFORM POLICY:  JROTC Cadets are required to wear their uniform every 
WEDNESDAY unless directed differently by the SAI or AI (An announcement will 
be made in class).  If you must leave school before your JROTC class period, 
come to the JROTC portable right before leaving to be inspected by the Senior 
Army Instructor (SAI) or Army Instructor (AI).

a. Every cadet is issued a complete Class-A uniform (Pants, shirt, and 
jacket) and a black windbreaker jacket, at no cost to the cadet.  THE PANTS, 
AND BOTH JACKETS (AND SKIRT, IF ISSUED), MUST BE DRY CLEANED. Please do not 
damage these uniform items by washing them in the washing machine.  Failure 
to follow the proper cleaning instructions will cause the cadet (parent) to 
replace or pay for the damaged item.  The green shirt is the only item that 
may be washed in the machine.  

b. Cadets receive a weekly grade for uniform wear.  If for any reason a cadet 
does not dress out (wear their uniform); he or she will receive 30 demerits 
for failure to dress out.  Cadets failing to dress out must make up the 
uniform wear. If they make it up by Thursday or Friday of the same week, they 
will receive 20 merits, thus having 10 demerits for failure to dress out on 
the prescribed day. Cadets MUST wear the uniform ALL day to receive credit.

c. Every cadet must wear their uniform for the entire day unless excused by 
the SAI or AI. If your uniform becomes soiled or damaged prior to the uniform 
day you must bring in the items that are damaged and we will exchange them 
for you to wear. Any cadet not wearing their uniform on Wednesday will get 
(30 demerits) each time if not prior approved by the SAI or AI. (“My uniform 
is in the cleaners” is not a valid excuse.)

d. When a cadet is absent on uniform wear day, he or she must wear the 
uniform on the day they return.  No demerits will be given when the cadet 
makes-up the uniform wear due to absence.

e. Failure to wear the uniform two times in one semester results in a 
demotion and JROTC detention.

f. Sports will be played on Friday’s if all cadets in a company wear their 
uniform on Wednesday during a given week.

6. MERIT AND DE-MERIT SYSTEM:  The merit and demerit system is established to 
provide a means whereby SAI/AI and cadet leaders can discipline cadets who 
violate policies and procedures, and reward cadets for volunteer 
service/superior performance of duties. All Cadets are on the Merit/Demerit 
system. For every 5 merits earned you will receive (1) point added on to your 
9-week grading period, with a maximum of 100 for your grade.  For every 5 
demerits received you will have (1) point deducted from your 9-week grade. 
Cadet Officers and Noncommissioned officers in the rank of SFC and above may 
recommend the awarding of merits or demerits.  All merits and demerits given 
by a cadet must be reviewed by the SAI or AI to ensure they are fair, 
impartial, and not in excess of the amount authorized.  Any cadet that feels 
that he/she has been unjustly given demerits may appeal, in writing through 
the chain of command, to the Instructor Staff.

All demerits can be eliminated via earning enough merits by volunteering for 
various JROTC activities.  Some ways to earn merits include working football 
games, community service projects, and helping out with various events that 
JROTC sponsors throughout the year.  Merits can be earned each uniform-wear 
day and on drill days by winning the knockout competitions. Merits/demerits 
may be awarded in the amounts and for the reasons below.  This list is NOT 
all inclusive.

b. Demerits.
1.  Malingering						5 demerits 
(SAI/AI  may opt to give push-ups for(Being in the supply room, instructor 
office,or off-limits area without permission)
2.  Disrespect to SAI, AI or a higher ranked cadet	10 demerits 
(And possible demotion)
3.  Missing flag duty/Battalion formations		5 demerits
4.  Failure to wear the JROTC uniform			10 demerits
5.  Failure to make up uniform wear			20 demerits

Demerits tied to promotion – A cadet with a balance of demerits is not 
eligible for promotion.
	Demerits tied to demotion:
1.	Any cadet officer or senior NCO (SFC and above) with a balance of 
demerits at the end of the 9-week grading period, will be administratively 
reduced one rank.
2.	Any cadet Staff Sergeant or Sergeant who has more than a 5 demerit 
balance at the end of any 9-week grading period will be administratively 
reduced one rank.
3.	Any cadet Corporal or Private first Class with more than a 10 demerit 
balance at the end of any 9-week grading period will be administratively 
reduced one rank.
4.	Any cadet Private with more than a 15 demerit balance at the end of 
any 9-week grading period will be administratively reduced one rank (no rank 
worn).

7. GRADING SYSTEM:
a. Every cadet will receive a grade in the following areas:
1.  Uniform Wear (Inspections)
2.  Class work, quizzes, tests and portfolio
3.  Physical Fitness/Drill & Ceremonies (marching, cadet challenge, and 
sports) participation – on these days, cadets are required to wear athletic 
shoes; failure to wear the proper clothes and shoes, results in 5 demerits.  
Cadets MUST actively participate in the scheduled activity to receive 
credit.  Parents MUST write a note to excuse a cadet from physical fitness
4. Semester Examination Final.  
5.  If a student is not returning to JROTC then one half of their grade will 
be the turn in of their dry-cleaned uniform prior to the exam.

b. SCHOOL CREDITS FOR JROTC:  For each Semester in JROTC a cadet will receive 
½ (half credit) applied to the credits needed to graduate from High School.  
Cadets who take JROTC for three (3) years with passing grades are waived from 
taking Personal Fitness and Health.

8. EXTRA CURRICULAR JROTC ACTIVITIES:  
	
LEGION DRILL TEAM is an elite Varsity Letter Sport within JROTC, with 
approximately (20-30) members on the team.  They compete against other JROTC 
teams in 5-6 drill meets a year throughout GA and SC. Most drill meets are 
during the Spring Semester starting in January and ending with the National 
Meet in May.  The Drill Team practices are Mon, Tue, Thu and Fri, 3:15 – 4:30 
pm until November.  In early November (when the Raider season is over), The 
Drill Team practices every day right after school from 3:30 – 5:30pm.  LEGION 
Time (Used to complete homework, get tutored and study) is 3:00 – 3:30 every 
Drill Team practice day.  Please be on time. Meet at Portable # 3 to draw 
Springfield 1903 rifles for practice. 

COLOR GUARD TEAM is a patriotic Varsity Letter Sport in JROTC.  With 
approximately (8-15) members on the team, (usually 3 teams of 4-5 cadets 
each). They compete in all the Drill Meets along with the Drill Team.  The 
Color Guard marches in all parades and performs in many ceremonies throughout 
the year to include the Lakeside HS Graduation Ceremony at the Civic Center.  
The Color Guard has practice every Wednesday 3:15 – 4:15pm. After Raider 
season, practices move to three days per week from 3 – 3:45pm. After four 
weeks, the Color Guard Commander and Army Instructor will select the cadets 
that make the competition team.  The selected members will receive the Color 
Guard cord and ribbon indicating that they made the team.

RAIDER ADVENTURE TEAM is an awesome Varsity Letter Sport in JROTC; with 
approximately 20-30 members on the team (usually 2 teams of 10-12 cadets 
each) they compete in Raider Team competitions in GA. All of their 
competitions are during the fall semester from SEP thru NOV. Cadets on the 
Raider Team must be in good physical shape and must do a lot of physical 
Training and develop upper body strength to be competitive.  The Raider team 
practices every morning from 6:00 – 7:00am. 

AIR RIFLE TEAM is a precision Varsity Letter Sport and the only Georgia High 
School 
Association (GHSA) sanctioned team sport in JROTC. The Rifle Team consists of 
10 members.  Try-outs are conducted in September/October and members will be 
selected by the Rifle Team Commander and SAI.  Practice for the Rifle team is 
to be determined (TBD). The Rifle Team competes with other rifle teams in the 
GHSA Area 4.  The matches are primarily during Jan-Mar using precision air 
rifles.  After completing in two competitions and scoring a 220 or better 
during a competition the team members will receive the Rifle team ribbon, 
cord and beret.

Cadets MUST remain at the portable to wait for rides after each practice.  
Please DO NOT hang out inside or in front of the school.  Violators risk 
demerits/ISS.  Repeat offenders risk demotion.

In order to be able to participate on any of the above teams, cadets must not 
have failed more than one subject at end of the 9-week grading period.  

9. JROTC AWARDS BANQUET  2nd SEMESTER:  The JROTC Awards Banquet is held each 
year in April.  Cadets receive numerous ribbons and medals earned throughout 
the year.  This is a special occasion where we invite parents and ask that 
each family bring a covered dish. The JROTC will supply the main meat, bread, 
plates, napkins, and eating utensils. Dinner is first then the awards are 
given out. The Awards Banquet is MANDATORY for all JROTC cadets.  Cadets wear 
the Class A or Dress Blue uniform.

10. RIBBONS AND AWARDS:   JROTC has many awards (ribbons-medals-tabs) which 
cadets can earn and wear on their uniforms throughout the year.  Once the 
cadet has earned an award, it is posted on his/her records and issued at the 
Awards Banquet in April.  Ribbons earned will be worn at all times when in 
uniform.   Medals will be worn only on the Class A or Dress Blue uniform.

11. COMBINED MILITARY BALL:  Annually, we have a Military Ball with all JROTC 
units in Columbia County.  This formal occasion with finger food, a 
professional photographer and a DJ is at the Gordon Club, Fort Gordon. All 
male cadets are required to wear the Class A or Dress Blue uniform with white 
shirt and black bow tie.  Female cadets wear Formal or Semi-Formal dresses.  
The Military Ball starts at 7:00pm and is usually over by 11:00pm.  ALL 
CADETS ARE EXPECTED TO ATTEND.

12. CADET OF THE MONTH:  (Normally held on the 4th WED each month). Each 
month Squad Leaders recommend to their Company Commander 1st year cadets, who 
are doing an excellent job, to appear before a board consisting of the cadet 
Battalion Staff. Cadets will be asked questions about JROTC and current 
events.  The winner is selected based upon the board results plus a point 
system considering grades, overall performance, teams and activities.  The 
winner is recognized at a special formation and given a promotion to the next 
rank, their name engraved on Cadet of Month plaque, Certificate of 
Appreciation, 10 merits, the Cadet of the Month ribbon and Cadet of the 
Month/Semester badge.  Winning the Cadet of the Month board makes that cadet 
eligible to appear before the Cadet of the Year board.  Platoon 
Leaders/Sergeants will represent their cadets at the board.

13. CADET OF THE SEMESTER:  Toward the end of each Semester, 2nd and 3rd year 
cadets will compete for honors similar to the Cadet of the month.  This is a 
hands-on board which consists of map reading, Drill & Ceremonies, uniform 
wear, etc.

14. CADET OF THE YEAR:  All cadets who won Cadet of the Month, will appear 
before another selection board conducted by the by the Battalion Staff and 
Drill Sergeants from Fort Gordon. The Cadet of the year will be selected at 
that time and announced/recognized at the Awards Banquet in April with a 
certificate, a medal and a $50.00 savings bond.
15. FLAG DETAIL:  JROTC has the awesome responsibility of raising and 
lowering the Flags on the flag poles in front of the school each school day. 
The cadet Battalion Command Sergeant Major (CSM) will post a roster of the 
company responsible for the Flag Detail. First Sergeants will indicate which 
platoon is responsible; while the Platoon Leader/Sergeant will post a roster 
stating which Squad will raise and lower the Flags each day for one week at a 
time.  This schedule will be posted in the JROTC Classroom portable # 3. The 
flags must be raised just before 7:45am and lowered and returned to the JROTC 
OFFICE at the end of the 6th period.  Platoon Sergeants are responsible for 
making sure that Squad Leaders know how to put up/take down the flags and to 
fold them properly.  Squad Leaders have the responsibility to make sure 
his/her cadets show up on time to raise and lower the flags. Any cadet who 
misses Flag Detail (without prior approval) will receive 5 demerits for each 
offense. 

16. PROMOTION PROCEDURES:  Cadets demonstrate proficiency to earn a promotion 
to the next rank.  NO CADET WILL BE CONSIDERED FOR PROMOTION IF THEY HAVE ANY 
DEMERITS OR HAVE NOT DRESSED OUT ON ANY UNIFORM WEAR DAY.  The new Lakeside 
Promotion Requirements are attached to these guidelines. The normal range of 
rank is based upon the cadet’s experience as follows:
					LET 1	PVT - SGT
					LET II	SGT - 1SG
					LET III	1SG – 1LT 
					LET IV	1LT - COL (BN Staff Officer)

17. LET LEVELS and INSTRUCTORS:   JROTC at Lakeside HS is a 4 Year Leadership 
Education Training (LET) program:
	LET I   - usually 9th Grader & 1st year in the program.
	LET II - usually 10th Grader & 2nd year in the program
	LET III - usually 11th Grader & 3rd year in the program
	LET IV - usually 12th Grader & 4th year in the program


SGM GARY is the Primary Instructor for the LET I cadets and LET IV cadets and 
instructs in Portable 3.

MAJ McKEAN is the Primary Instructor for the LET II and LET III cadets and 
instructs in Portable 2.

 18. JROTC MAIN OFFICE PORTABLE 4:  This is the Main Office of JROTC and all 
cadets must not enter unless they have some business or they are asked to 
come in by the SAI /AI or The Battalion Staff.  KNOCK AT THE DOOR and wait to 
be told to come in.  Come in, state your business, and leave. This Main 
Office is for the SAI /AI and Battalion Staff to conduct the operations of 
the JROTC Program.  Any cadet caught in the JROTC office without official 
business will receive 10 push-ups.

19. JROTC CLASSROOMS PORTABES 2 & 3:  Portable 2 is the primary classroom for 
LET 2/3 while Portable 3 is the primary classroom for LET 1 instruction.   
JROTC cadets staff is authorized to conduct business in Portable 4.

Cadets, or parents with any concern, can feel free to discuss the issue with 
MAJ McKean or SGM Gary. We are there to assist at all times and will try to 
resolve the issue as soon as possible.

These guidelines cover the basic information for JROTC cadets. Other issues 
or announcements are posted on the white board in portable 3 or on the 
bulletin board throughout the week.
