What is the difference between ELL/Bilingual?

A student is placed in the Bilingual program if he/she speaks Spanish 
language 
and little or no English. They are level 1 or 2 in oral language. This 
student 
is placed in the ELL program when he/she reaches level 3, 4, or 5 in English 
oral language.

How long does it take to be proficient in the second language (L2)?

Research shows that it takes five to seven years. Depending on the 
individual,it could be as little as three years or less.

Should I read to my child only in English?

No. You should read to your children in both languages. It has been proven 
that the use and development of the native language L1 increases the ability 
of learning L2 at a much faster rate.

How does a student makes the transition from BIL/ELL to the mainstream?

As the students make progress in their English Language acquisition, they 
will 
move from Bilingual to ELL and then to the mainstream.
