Schools CEO Ron Huberman announces a $35 million program to protect 1,200 kids who have a "20 percent chance" of being shot this year. This statistic is based on their school discipline, attendance, and academic records as well as  their criminal records. Much of the $35 million will be spent on counseling and jobs created for the teens, according to press reports. 

Is anyone else wondering about the the teens who aren't statistically at risk (because they're going to school, following the rules, making good grades, and don't break the law) who could benefit from counseling and job placement?
