UNDOCUMENTED STUDENTS INFORMATION
At the present time, there are no federal laws that prohibit undocumented
students from applying and being accepted to college nor are there any INS
requirements for the colleges to report the students. However, according to
the Higher Education Act, a student must be a U.S. citizen or legal
immigrant/resident in order to receive federal or state grants, student
loans, or work assistance. At this time, undocumented students are required
to pay either out of state tuition or international student tuition
depending
on the college they attend. If a student has a social security number but
his/her is undocumented, the student can still receive federal and state
financial aid.
In 2003, Govenor Blagojevich signed into law HB 60, a bill in Illinois that
enables undocumented students to receive in-state tuition at state colleges
and universities. Ask your counselor if you qualify.
It is important for the students to know that even though they cannot apply
for financial aid, there are some scholarships available that do not have
any
citizenship requirements. Students will need to look at each scholarship
closely.
