How can I help my child's reading comprehension and fluency?

Have your student read aloud to you.  You are still able to engage in an
activity (i.e. cooking dinner). Ask them a question about the passage.
Comment on the expression they use when they are reading aloud. Enjoy your
time together.

How do I help my child study for a test?

Help your child make flashcards with a question on one side and the answer on
the other. Or write down a test topic on one side and infor re: that topic on
the other side. See if your student is able to tell you "lots" about the test
topic.

Reading time is required every night. How important is this?

It is so important your child reads each night and sees you read as well. 
Success in all subjects is tied to reading ability!

How is vocabulary enriched?

It's as simple as dinner table conversation which includes news topics,
upcoming family or community events, or topics that "promote" opinions.
