Students need a title page, acknowledgement page, question page, research page, and bibliography page. This is all explained in the STEM Fair journal. The only difference is that 3rd graders just list 10 bulleted research facts instead of writing a full research paper. Our class conducted a "mock" science fair experiment entitled, "TBA?". The research facts we gathered were about TBA. As long as the research is relevant to the topic of the question, it should be acceptable.
