Photo editing tool that is web based (cloud computing). Lots of
great effects and cool stickers. Easy to use and as long as you
avoid the premium tools it's all free.

Awesome web based (cloud computing) tool. Check out the animated
pictures, you could even create a photo that winks at you (look at
the directions under tutorials on the website). Other cool things
at the site to try are animator home, cosmetic surgery under draw
and blending two images under effects. Lots of very different
effects at this site that I have not seen anywhere else.
LunaPic
Another web based editing tool. You can cut out part of picture in
one photo and place it in another at this site. Use the cut out tool
that appears above the center of your imported photo.

Wow! I really don't understand this web based picture editing tool
very well but it is impressive. Try uploading a picture and just
play with the filters alone. Try kaleidoscope and heat map. I
think you can layer multiple pictures on top of each other and make
them transparent? Not sure, give it a try....
