2004 Standards Now Online 

The newly revised 2004 Joint Commission pre-publication standards are now 
posted on the JCAHO website, allowing individuals the opportunity to 
familiarize themselves with the standards before the accreditation manuals 
are published in September.  A crosswalk is also available to help users 
navigate between current and new requirements.  The standards become 
effective January 1, 2004, for the ambulatory care, behavioral health 
care, home care, hospital, laboratory and long term accreditation 
programs.

JCAHO Seeks Comments on Proposed Universal Protocol for Eliminating Wrong 
Site, Wrong Procedure, Wrong Patient Surgery 
Deadline: Wednesday, July 9 

JCAHO is now seeking comments from health care experts and patient safety 
advocates on a new 'universal protocol' for eliminating wrong site, wrong 
procedure and wrong patient surgery.  The proposed protocol for 
eliminating wrong site, wrong procedure and wrong patient surgery is the 
result of consensus among key heath care leaders and a May summit focused 
on preventing these devastating errors.

Shared Visions-New Pathways Video Series 

In order to enhance communication about the changes relating to Shared 
Visions-New Pathways, JCAHO is creating a series of videos that will be 
made available free of charge on the JCAHO website. This series of 
five-to-seven minute videos will highlight the key components of the new 
accreditation process.  The first two videos, one an overview and the 
other on the Standards Review Project, are now available at:

PHRP Approves Final Accreditation Standards 

The Partnership for Human Research Protection, Inc. (PHRP) announced the 
approval of final standards for a new accreditation program to safeguard 
the interests of human subjects participating in important research 
efforts.  The final standards address organization responsibilities, 
institutional review board (IRB) structure and operations, consideration 
of risks and benefits, and informed consent. The PHRP standards, which 
will be available June 12, may be purchased in an online format or as a 
printed manual at http://www.phrp.org.

JCAHO, NCQA Establish Privacy Certification for Business Associates 
Program 

JCAHO and the National Committee for Quality Assurance (NCQA) launched 
their new Privacy Certification Program for Business Associates (PCBA) in 
June. Eight organizations have now committed to seek certification. 

The new program is designed to assess whether organizations referred to as 
business associates under the federal Health Insurance Portability and 
Accountability Act (HIPAA) of 1996 are meeting essential requirements for 
safeguarding personally identifiable health information.

2004 Aggregation Decision Rules 

JCAHO's Accreditation Committee approved the 2004 aggregation and decision 
rules that are used to score and determine accreditation decisions. These 
rules provide the framework for the new accreditation decision process for 
Shared Visions-New Pathways.

Standards Review Project Update 

In its review of the Medical Staff (hospital only) standards chapter from 
the Standards Review Project, the Board of Commissioners determined that 
two proposed new Elements of Performance (EP) relating to two separate 
standards require field review. These proposed EPs had not been included 
in previous field reviews.

Infection Control Expert Panel Meets 

The Infection Control Expert Panel met in late April and approved draft 
infection control principles that emphasize the need for organization-wide 
collaboration among infection control practitioners, physicians, other 
clinical staff, and administrative managers, among others; and the need 
for integration of infection control programs with safety programs and 
periodic reporting of results to the governing body of organizations.

JCAHO President Testifies Before U.S. Senate On Reducing Medical Errors 

Testifying before the U.S. Senate Committee on Governmental Affairs, Joint 
Commission President Dennis S. O'Leary, M.D., outlined six crucial 
strategies for the creation of a true culture of safety within health care 
institutions.

Third quarter CEO opinion survey results 

JCAHO's third quarter CEO opinion survey of all accredited organizations 
and programs revealed the following ratings as excellent, very good or 
good: 
 � Overall satisfaction with the recent on-site survey-95.9 percent 
(compared to 95 percent last quarter). 
 � Likelihood of re-applying for accreditation-95.3 percent (compared to 
95 percent last quarter). 
 � Likelihood of recommending JCAHO accreditation to colleague-91.3 
percent (compared to 89 percent last quarter). 
 � Overall value of accreditation to their organization-90.2 percent 
(compared to 89 percent last quarter).

Scurvy and Quality Improvement:
The 18th century Scottish physician James Lind is best known for establishing 
that lemons and oranges were remedies for scurvy (?Champlain), then a major 
killer of sailors and landlubbers alike.  But his systematic analysis of 
previous writings about preventing and treating the malady was also a 
landmark in the history of "fair tests" - studies that weigh all pertinenet 
evidence and account for chance and bias.  This site, the James Lind Library, 
hosted by the Toyal College of Physicians traces the evolution of "fair 
tests", which are becoming more and more important in medicine.  It also has 
links to the Cochrane Collection.
