PTO Organizational Information

Constitution


The mission of the NCS Parent Teacher Organization (PTO) is to bring the
home and school into a closer relationship.  We believe that the parental/
guardianship involvement is essential in order for our children to meet
success in all aspects of their education.  We will work closely with each
other so that the children may become responsible Christians.

Article I- Name

The name of the organization shall be the NCS PTO (Parent Teacher
Organization).

Article II- Objectives

A.	To bring into a closer relation the home and the school, that 
parents/guardians and teachers may cooperate intelligently in the training 
of our children.
B.	To recommend measures to provide adequate safety for the care and
protection of our children.
C.	To encourage school pride.
D.	To provide a medium in which parents/ guardians and teachers can 
become better acquainted.
E.	To provide funds for extra gifts to the school as voted for by active
members which cannot otherwise be picked up from some other source.
F.	To affirm teachers and students by planning activities which 
recognize their efforts.
G.	To provide extra help with the day-to-day operations of the school.

Article III- Membership

Membership is open for all persons (parents, guardians, faculty, 
parishioners, alumni, and clergy) interested in supporting and promoting NCS.

A.	Active members (voting members) must either be parents/guardians or
members of the teaching staff of NCS.
B.	Auxiliary members (non-voting members) are all others.




Article IV- Officers of the Organization and Election Process

A.	The President shall preside at all meetings and shall perform all 
duties usually pertaining to the office.
B.	The President-Elect shall preside at meetings in the absence of the
President and also be responsible for programs, entertainment, etc. for the
meetings.  The President-Elect serves a two-year term; one as President-Elect
and one as President.  The President-Elect shall be elected yearly.
C.	The Secretary shall be responsible for recording a preserving the 
minutes of each meeting and shall handle the correspondence of the 
organization.  The Secretary serves a two-year term.  The Secretary is 
elected on the opposite year of the Treasurer.
D.	The Treasurer shall keep all monies of the organization, shall keep 
an accurate record of all receipts and expenditures, and shall pay out funds 
as required by the organization in accordance with the policies of the 
Diocese. The Treasurer serves a two-year term and is elected on the opposite 
year of the Secretary.  The School Principal is also a co-signer on the 
Checking and Savings Accounts.
E.	Incoming officers are to be elected at the last meeting of the 
school year and are to take office at the first meeting of the following 
school year.

Article V- Meetings

Meetings are to be held four times a year, determined by the officers, in the
evening.

Article VI- Conducting Business

A.	Business may be conducted with any number of active members present 
at a regular meeting presided by either the President or President-Elect and 
the Principal or his/ her representative.
B.	A majority vote of the active members present at a regular meeting is
necessary for an action to pass.
C.	Nothing may be billed to the organization without prior approval of 
the President.

Article VII- Amending the Constitution and the Vote

A.	A proposed amendment must be stated at a regular meeting for 
discussion and a majority vote of the active members present is needed for 
approval.  
B.	Amendments become effective at the time of acceptance by the 
membership.

NCS Parent Teacher Organization

Officer’s Duties


The President


·	Holds officer’s meetings to plan upcoming meetings and PTO 
activities. 
	Contacts Room Parents to phone all members with important 
communications.
·	Presides over meetings of the membership four times a year.
·	Takes responsibility for all PTO activities, finding chair  persons,
scheduling  and coordinating their successful completion.  This also includes
recruiting and scheduling volunteers.
·	Works closely with the Principal to plan and carry out the Family 
activity in the fall of the year.
·	Serves as the PTO contact person keeping in keeping in constant
communication with the Elementary School Principal to be updates as to 
needs, etc.
·	Prepares the annual Officers and Project Chairperson List (copy to 
principal.)
·	Prepares the Volunteer Sign-Up flyer, distributes and compiles 
results. 
Responsible for distributing the Project Volunteer List to the Chairperson. 
(Copies to the Principal- flyer for Orientation Packet.)
·	Revises, prints and distributes the PTO Brochure annually ( Copies 
to the Principal for the Orientation Packet.)
·	Promotes and coordinates the awarding of the PTO Officer’s Grant 
($1,000.00)


The President-Elect


·	Presides at any meetings in the absence of the President.
·	Plans any programs, entertainment, or refreshments needed for the 
meetings.
·	Organizes the Room parents List and Distributes copies to the 
Teachers, Room
Parents, PTO president and Principal.
·	Assists the PTO president with contacting Room Parents when 
necessary and organizing volunteers.






The Secretary


·	Records and preserves the minutes of each meeting.
·	Submits the minutes of each meeting to the school secretary, after 
approval
of the President, to be printed on the back of the school newsletter (The
Friday Flyer) or sent out as an addition to the Friday Flyer the week
following the meeting.
·	Handles all correspondence of the organization including the writing 
of
thank you notes.
·	Reads the minutes at each meeting.


The Treasurer


·	Keeps an accurate record of all monies of the organization.
·	Keeps an accurate record of all receipts and expenditures.
·	Pays out funds as required by the organization in accordance with the
policies of the Diocese.
·	Does all research needed to present a budget to the membership for 
approval.
·	Prepares and presents a budget to the Officers and then the whole 
membership.
·	Gives a Treasurer’s Report at each meeting.
