I'm in the 10th grade, why do I have a 9th grade homeroom?

Homeroom placement is determined by the number of credits a 
student has earned:
9th grade - Promotion from the 8th grade
10th grade - 6 Credits
11th grade - 13 Credits
12th grade - 19 Credits
Grade classifications will not be changed at the end of the first 
semester.
