2009–2010 Standing Rules

The following Standing rules are the specific conditions or rules chosen by this local PTA unit to be imposed upon itself within the scope of the Uniform Bylaws. These standing rules were written to be consistent with the Washington State PTA Uniform Bylaws and give identity to and define the local PTA unit and its relationship with its members.

 

Unit Identity and Corporate Status

1.       The name of this local PTA local unit is: Jason Lee Elementary PTA 12.5.10. It was chartered on November 1, 1955.  Jason Lee Elementary PTA serves the children in the Richland School District, specifically the residences and businesses in the Jason Lee Elementary school enrollment area.

 

2.       This PTA was incorporated as a non-profit corporation by the State of Washington on October 12, 1978.  The current Treasurer is responsible for filing the Annual Corporation Report. The registered agent for this corporation is the Washington State PTA.

 

3.       This PTA is registered with the State of Washington as a charitable organization under the Charitable Solicitations Act. The current Treasurer is responsible for filing the annual registration.  (Must be filed by May 31st to avoid penalties.)

 

4.       This PTA was granted tax-exempt status under section 501(c)(3) on January 6, 1982 and was issued a Federal Employer Identification Number by the Internal Revenue Service.  The current treasurer is responsible for filing IRS Form 990 or Form 990 EZ prior to November 15th if required.

 

Unit Governance

5.       The elected officers of this PTA shall be President, Vice President, Secretary, and Treasurer.  Any elected position may be held jointly by not more than two (2) people.  Each co-position holder shall be entitled to voice and vote at a board of directors’ meeting.  These elected officers shall constitute the executive committee.

 

6.       The board of directors of this PTA shall consist of the elected officers, one faculty member, and four committee chairs appointed by the executive committee.  All members of the board of directors must be members of Jason Lee PTA.

 

7.       Elected offices or board of director positions may be declared vacant by the President if the person holding such office or position fails to attend two (2) consecutive board of directors’ meetings without arranging to be officially excused by the President.

 

8.       This PTA’s board of directors will meet monthly, on the first Tuesday of each month or an alternate date and time to be determined by the board if circumstances prevent meeting on the regularly scheduled date.  A majority of the board of directors will constitute a quorum.

 

9.       A minimum of three (3) general membership meetings shall be held at the direction of the board of directors.  Adoption of the budget, adoption of standing rules, election of the nominating committee, and election of officers shall take place at general membership meetings.  Ten members shall constitute a quorum.

 

10.   This PTA shall approve its annual operating budget prior to July 1st of each year.

 

11.   This PTA shall maintain a legal documents binder(s) in accordance with the records retention schedule published in Washington State PTA Money Matters.  The Treasurer shall be responsible for updating and maintaining the legal documents binder(s).

 

Membership and Fees

12.   The regular membership service fees for this PTA shall be Eleven Dollars ($11.00) per person or Twenty Dollars ($20.00) per couple.  Faculty of Jason Lee Elementary will be offered a one-time special rate of Ten Dollars ($10.00) per person if paid on or before September 30 of the current school year.  The regular service fee is broken down as follows:

13.   The students of Jason Lee Elementary shall be considered honorary members of this PTA unit without voice, vote, privilege of holding office, or handling PTA funds.

 

Finances

14.   The PTA shall conduct an audit of its books and records at mid-year in addition to the required audit at the close of the fiscal year.

 

15.   The signatures of four (4) elected officers shall be on the signature card for this PTA’s authorized bank account.

 

16.   Reimbursement requests shall be submitted to the treasurer using the reimbursement voucher form and shall include receipts to support the amount of the reimbursement request.  Reimbursement requests shall be submitted to the treasurer within 60 days of purchase. All requests for reimbursement must be received by June 1st.

 

17.   Third party payment requests shall be submitted to the treasurer using the reimbursement voucher form and shall include any invoice or billing statement available at the time of request.  A receipt, invoice, and/or billing statement fully supporting the payment shall be provided to the treasurer within 60 days of the payment request.  Requests for third party payment must be received by June 1st.

 

18.   Should the PTA receive an NSF check, a $10 service fee will be assessed in addition to any bank penalties the PTA may accrue.  Checks from those individuals responsible for NSF checks not paid for by June 1st will be refused for the following year’s PTA sponsored events.

 

Voting and Delegates

19.   PTA Council.  The voting delegate to the council shall be appointed by the President.  If the appointed delegate is unable to continue or fails to represent the unit at council meetings, a replacement may be appointed at the President’s discretion.  The President will notify the PTA Council in writing10 days prior to the effective date of the replacement.

 

20.   Region Director.  The vote of this PTA for the position of Washington State PTA Region 12 Director shall be determined by the board of directors.

 

21.   Washington State PTA Convention.  The voting delegates to the annual Washington State PTA convention shall be determined in the following order: Incoming President, Ongoing President, Incoming Vice President, Ongoing Vice President, Incoming Secretary, Ongoing Secretary, Incoming Treasurer, Ongoing Treasurer.  The board of directors shall determine the number of delegates to be funded by the PTA.

 

22.   Washington State PTA Legislative Assembly.  The voting delegate(s) to the Washington State PTA Legislative Assembly shall be determined in the following order: Legislation chair, President, Vice President, Secretary, Treasurer. The board of directors shall determine the number of delegates to be funded by the PTA.

 

Golden Acorn Recognition

23.   One or more Golden Acorn Awards shall be presented annually to outstanding Volunteers. A committee appointed by the President shall select the recipient. The board of directors shall determine the number of recipients.
